Announcement of the Customs Tariff Commission of The State Council on Levying Additional Tariffs on Imported Commodities Originating in the United States

Tax Commission Announcement No. 4 of 2025

On April 2, 2025, the U.S. government announced the imposition of "reciprocal tariffs" on Chinese imports to the United States. What the US has done is inconsistent with international trade rules and seriously undermines China's legitimate and lawful rights and interests. It is a typical unilateral bullying practice.

In accordance with the Tariff Law of the People's Republic of China, the Customs Law of the People's Republic of China, the Foreign Trade Law of the People's Republic of China and other laws and regulations as well as basic principles of international law, with the approval of The State Council, additional tariffs will be imposed on imported goods originating in the United States as of 12:01 a.m. on April 10, 2025. The relevant matters are as follows:

（1） An additional tariff of 34 percent shall be imposed on all imports originating in the United States on top of the current applicable tariff rates.
（2） The current bonded, tax reduction and exemption policies remain unchanged, and the tariffs imposed this time will not be reduced.

（3） If the goods have been shipped from the place of departure before 12:01 on April 10, 2025, and are imported between 12:01 on April 10, 2025 and 24:00 on May 13, 2025, no additional duties shall be imposed as prescribed in this Announcement.
